I am sorry to tell you but we don't have such feature yet. Also, I can't tell for sure if we will ever implement such an option.
This is the workaround I've been suggesting to users asking this same question:
Basically, it's nothing fancy, just a text box. You can set this field as required so that no submission can be made without signing the form. For now, this is the only solution we have.
About your second question, are you asking whether the form will work in Android devices? If that is your question, then the answer is yes. Android's built-in browser is capable enough of rendering our forms with full functionality.

UPDATE: We have just released e-signature capturing for forms.
You can now add an e-signature question to your form and get your users to sign the forms they complete.
