I have tested your form and a simple test form. This definitely does happen on the text field tool. I have tested the Phone Tool field and that tool appears to allow the zero to go first:
Do note this tool does contain an Area Code portion.
In any case, I will raise your initial concern to the Dev Team so that they are able to review the possibility of making the text field to be used without removing the initial zero when exported to Excel. If they have any updates on this, they will let us know through this thread.
