I cannot upload a video file that is less than 2 gb

I misunderstood. i thought that the premium account would allow for large video uploads.....does it only provide space for storage, NOT the capacity to upload?!

That is correct.  The available space referred to in the pricing page is about the storage space capacity that an account can accommodate, not the capacity of file to be uploaded in a single upload submission.
