I would like to set up a form whereby an end user fills in the form with products and relative pricing and selects a manager from a drop down menu. Once the end user selects "submit' the form goes to the manager for editing and/or approval. Once the manager selects submit the document is sent on for someone to assign a Purchase order number.

You have to create a notification for each manager. You also need to create a notification for the person who would assign the purchase order number.
For the manager, you have to set your conditional logic to like this:
Now, for the person who would assign a purchase order number, you have to set the conditional logic base on the manager's input into the approval section. Assuming that the approval section is added, the conditional logic would be like this:
You can create an approval section that would look like this:
As you could see, the "Approval/Disapproved?" and "Comments" fields are shown only when the "Approval Section" is filled with "manager" text. See it on this form: http://www.jotformpro.com/form/41381346647963.
