I work for a fire department and have forms that are used on a dialy basis. These forms are already made and need to be put on our IPADS. I noticed you do have an AP, will this be possible if the Economy package is purchased? I have a total of 8 IPADS that are utilized throughout the department.

You can import submissions into JotForm from CSV or Excel files using the Import Data App. This can be used in any type of account(free or paid).

Regarding importing a form to jotform(cloning), when you import form from any 3rd party website, it would only catch the form elements not it's style. So it's not really possible to import form from 3rd parties. You should probably consider creating them from scratch.
