My secured SSL submissions is already full. What does that mean? And, how do I reset that?

That means you're SSL Submissions has almost reached its quota allocated for the month. Submissions cannot be cleared manually. The reset is system automated which will happen every first day of the following month, e.g. next submissions reset will be on June 01, 2014.
I would suggest upgrading to one of our paid plan for a higher limit to avoid interruption of the service. Note that once you exceeded the free SSL limits allocated for the month, your forms will be temporarily disabled. Upgrading to premium will prevent this from happening.
