I'm trying to change the folder that certain forms are located in, but they are grayed out. For example, in the attached screenshot, I want to remove the "Vice President" folder from a form, but I can't click on the button.

If I understand you correctly, you were trying to remove forms from the Vice President folde, is that right? If so, just hover the mouse pointer on the Folder Label NEXT to the form name. You will see an "x" on the right side, click on that to remove the form from that folder. See image below:
