Note that IPN is only available on Paypal - Business Account and not on a personal account.
If you're using business account follow this guide to activate your IPN.
1. Click on “Profile”, which is a submenu option available within “My Account”
2. Click on “Instant Payment Notification Preferences” under “Selling Preferences”
3. Click on “Choose IPN Settings”
4. Enable IPN if it's disabled.
