I am in the forest industry in western Canada. I am creating a mobile app service for clients to do their safety forms using mobile devices. Is Jotform suited to that application? Is that what a sub user account is for?
The way I want the system to work is for clients to use their mobile devices to complete forms and have the completed forms sent to them by email. Very often there is no cell service where they are working. Same set of forms for everyone but I don't want them to see each others' data.
Being able to brand forms would be a bonus.
The process should include 1. downloading the app from itunes or google play store, 2. signing in to the app, 3. using the app to fill forms, 4. receiving completed forms by email.

Before creating your own app, please have a look at our Form Template Gallery for a lot of form types. JotForm Forms are already optimized for mobile views. They are tested and works properly on iPhones and Smartphones. If ever a customizations are needed, we can inject any custom CSS code or custom mobile CSS query to the form.
If you've already decided to create the app, please let us know and we'll assign this issue to our developers team whether you'll be able to create the app with the requirements mentioned.
