We are creating a registration system that requires a user id to be entered twice. Is there a process that would allow the first entry of the user id to be duplicated in the second user id text box?

Yes, that is possible. Use our Calculation Widget as the second ID Textbox: http://widgets.jotform.com/widget/calculation
Add the widget by following this guide:
So to copy the entry from the first ID textbox, when creating the formula, just add the field name of the first ID textbox. In the advance settings, make sure to check "Insert field as text instead of numeric" option:
