When users click my "submit" button they're getting a screen that says form over quota... what does that mean and can it be fixed?
I've tried two different templates.

That means you have already reached the maximum allocated quota for the moment. If you were previously using forms on a guest account, registering a free account should resolve this since it would increase your form submissions limits to 100 as seen on the pricing page. http://www.jotform.com/pricing/
You may also want to upgrade to the paid plan for a higher limits.
