Due to customer information security reasons, I need to create a editable electronic PDF, that people enter their personal information and sign them at the end.
Can I create such form with your software and save them to my local disk?

I'm not very clear about your security constraints, so I leave you with different options.
If submitting the form is not an option
If you wish to create a printable version of your form you can select the form > click More > Create PDF Form:
This way you can have a PDF version of the form. Then you can try a pdf editor to fill in the form and then print it, so it can be signed.
If submitting the form is an option
An option might be using the Auto-delete submissions app. The form is submitted and the submission is deleted from Jotform account as soon as it arrives, almost instantaneously. You need to create a notification email with a pdf link, so that at each new submission you receive a pdf copy of that submission:
You can fill in the form, submit it and download the submission as PDF:
You can save these submissions in your local drive.

There is other web apps available for inserting fillable/signable PDFs on websites so that users can submit. Jotform does not do that.

To confirm this, we do not have interactive PDFs, but users can write the text on form PDFs using Typewriter tool and draw signatures with Pencil (Foxit Reader) / Draw free form (Adobe Reader XI) tool.
