Is there a way to see items listed within "form collapse" fields when creating a PDF of a blank form?

While most of our forms will be filled out and submitted online, we will occasionally have the need to print out a blank form to have a client fill out while they are here on property. We are utilizing the "form collapse" tool and when previewing the PDF, the questions located within the collapsed section are not showing.

Is there a way to change this?

In this case you will need to temporarily change the Status of your Form Collapses from Closed to Open, and generate the PDF form. Then, you can set them back to the Closed status.
