Will the form submit without the Paypal charge being paid?

I see that I added a Paypal field that charges $40 to submit an application, though I neglected to make it required. My client who I made the form for, is saying someone submitted an application to them, though they did not receive payment. I'm waiting to here back if they received any form at all. I guess that unless I make the Paypal filed required, they can submit the form without paying? Thank you for any info.

I cloned your form and tested it, yes it will submit the form before the payment.  It will however, when you check the form data, say how many and which submissions have not completed the payment.
