Thank you for reaching back to Jotform Support. Could you kindly share with us the form URL that was filled in to obtain this PDF link? This issue usually occurred due to the form creator's account setting having checked 'Require log-in to view uploaded files.'. In this case, we kindly ask you to uncheck the settings within My Account, or ask the form creator to uncheck the settings to that you could download the PDF invoice.
