[Grading Tool] In a question the total must be 100%. How can I do this?

In the Jotform old version  there was an option in the drop down tool: "Total - Values must be totaled to this value".

But unfortunately nowadays it is not possible anymore.

Is there another way to do this?

And is it possible add all the values in a matrix tool?

Are you looking for a Grading tool? It has been recently moved into a Widgets area.

Unfortunately, we do not support calculations on Matrix fields, but you can use other fields (Radio Button, Checkbox, TextBox, Dropdown and Text Area) in calculations.
