Showing multiple fields when setting conditions

I'm doing an order form for an event. For the tickets, there is a quantity to select and then I want additional attendee details fields to show depending on the amount selected. e.g., If 3 tickets are selected, name and e-mail details show for two additional attendees. 

In setting the conditions, I used the "show multiple" action option and selected the appropriate fields. However, the form only displays the last three fields I selected instead of all fields. 

If I add the fields manually one at a time it works appropriately.

In such case we would like to suggest using 'Is Greater Than' rules.

For example:

If Quantity is Greater Than 1

Show fields 1 and fields 2

etc.
