For example, if I have a question on a checklist that states "Is the internet working: yes or no" with checkboxes, can I make it so that if "no" is selected the JOT is sent via email to our tech support, while if answered "yes" tech support is not notified?

Yes you can, you need to setup more than one email notification, then follow this guide "How to send to a specific email address based on a selection? ".
