On regards of the sending emails to people who submitted the form, check this guide to "Creating a Form Autoresponder". Once you create it, you can add an edit link to that autoresponder:

BDAVID - your response is exactly the opposite of what was the question. The question is to send reminders to people who have not completed or who have not submitted a form. Your reply is for those who have submitted the forms.
That is not possible, you need to have at least a submission to obtain the email entry, otherwise how would you know the persons email address, or whom to send the reminder to?
