I have the email notifications on. I have sent test emails and those have gone through. But when I fill out a form and submit it, I don't receive an email notification.

Hi,
Your current notification setting is missing some of the required configuration such as the Sender Email and Recipient Email. This is your current settings:
The Sender Email should be noreply@jotform.com or noreply@formresponse.com. The recipient email should be your email address. Please correct that.
If you need to add a custom sender email aside from the two mentioned above, that is possible by following either of the guides below:
