We have the economy package when we try to submit a jpeg file it says we can only upload files of up to 1024 GB will up grading solve this. We have tested this and get a message stating that the max size is 1024KB - see screen shot
how do we increase the capacity of files that can be received across the doc? See Screen Shot

We need applicants to be able to submit files between 2MB and 10MB.
We are happy to pay more for our package if that is what is required, Please advise asap

Unfortunately the screenshot that was suppose to be included in your message did not load, so, we are not really able to see it. You may need to resend it just in case my suggestion will still not resolve this for you.
At the moment, there should be really no problem uploading 2x 10MB files using the upload field in the form as the maximum file size for each upload session is 1GB.
You can refer to this user guide on -Changing-the-Upload-Size-Limit
Please take note that the Max File Size unit is in KB (so 1024KB is only 1MB)
Try updating the max file size in your form's upload field so that it can accommodate the 2x 10MB files needed to be uploaded.
