Product page is long and so the thank you message cannot be seen unless user scrolls back to the top. I cannot use a custom URL.
I have tried a dozen or so of the fixes in the support pages with no fix.

I would still like to know how to work around this issue. However, I was successful in making a Thank You page on our website and using a custom URL. This is the most straightforward fix.

I would advise to use the Custom Thank You page instead.
