I successfully used your Infusionsoft API and was able to map the fields like name and email and assign a tag. I am having applicants upload their resume and was wondering how I can attach this uploaded document to the contact that is added to the Infusionsoft database.

It's possible to have the applicant details sent over since you can configure InfusionSoft to work with that particular contact information. However, As far as I know I am not entirely certain that it would work because you would have to have it configured to add that. As I don't think there is a custom field that could read it yet unless they have an app for that which might collect both, but this would create a problem and your data would be separate so I'm not sure that would be what you seek.
