Can I add popup instructions for a field?

I want to add a pop up when hover over field to give instructions about filling out that field.

There are multiple ways to provide additional information to a form element. Click on the gear icon by the form element, then select Properties. This brings up the properties dialogue:

If you edit above it will display this on the form:

Hover is most likely the option you're looking for.
