Why is it stating I am almost out of storage if I make sure to delete the submissions?

Deleting submissions doesn't free up your account submissions limit. Only the system can do that which is scheduled every first day of the month.
You are currently on the overlimit status because you have reached your SSL or Secure Submission Limit. I would advise to use the non-SSL form to take advantage of our free 100 submissions per month. To use non-SSL form, make sure to uncheck the "Secure Box" from the form embed wizard:
Otherwise, consider upgrading your account to our paid plans to increase the limit. Just in case you're after of the security of the data that was submitted to your medical form.
