You can set the Pending Payment Email to YES to be able to received email alerts even for incomplete payments/submissions
BUT unfortunately, you cannot create conditions or redirection to make the email alert send to different email address if the submission type is an incomplete payment.
The form submission will use the email alert for both completed and non-completed submission/payments.
