Is it possible to delete the submission and reset the counter?

all my forms are as (refer 0) but in my account shows that it is using 28 of 135 used.

is to delete and reset everything?

In this month, all your forms have received 28 submissions but It seems you have deleted your form's submission records and that is the reason you are seeing form submission count as "0". 

Please be noted that deleting your form's submission record will not reset your account's submission counter. They gets reset only on the first day of every month.
