How can I make it possible to have a submit button that redirects to paypal along with a button that submits without redirecting to paypal?

That's possible using hide/show condition. When your paypal payment field is hidden through condition, it will not redirect to paypal's checkout page. So basically, just create a condition that hides the paypal payment field so whenever the condition is met, the form will not redirect to paypal.
