Since each account has a limit to upload space, I want to know how to backup old submissions (including files uploaded with the submission) to an offline folder or other location.
I saw the export to csv and pdf options. will those options allow me to save the file uploads so that I can free up space.

Unfortunately, keeping form submissions including the files to an archive is not possible. You have to download the submissions, you can have it as Excel or CSV. Then you have to download the files as well. You can use this app: http://apps.jotform.com/app/file_downloader (The instructions are included in the app description).
