I have a client that is having a hard time submitting multiple times on a submission form

You have to remove the limit to your form to fix it. Please refer to this guide: http://www.jotform.com/help/64-How-to-Set-Unique-Submissions-on-a-Form. Make sure to select "NO CHECK" from the settings.

I checked the settings and they are defaulted to what you have in your example

My apologies! You have to select "NO CHECK" from the dropdown options. I think you've figured it out.
