I CANNOT CHANGE THESE SETTINGS? IS THIS BECAUSE OF A HIPAA PRIVACY. THERE ARE SOME FORMS I HAVE WHICH HAVE NO HIPAA REQUIREMENT. CAN A USE DOWNLOAD A PDF WITHOUT BEING LOGGED IN?
