I'm on the free version because I can only accommodate a few replies at a time anyway. However, suddenly there was a large amount form responses just recently, and JotForm is forcing me to upgrade or have my account terminated. I want to stay on the free account and reject the excess form responses. How may I do this?

First of all let me inform you that submission counters are reset on the first day of every month. IF your account was over quota because of the submission count, it must have been reset today.
Coming back to you question, it is possible to limit the submissions of your form. You can actually configure your form to accept only X amount of submissions. The following guide should help you : http://www.jotform.com/help/137-How-to-Limit-Submissions-in-a-Form
