How can I stop incomplete orders being sent to me

Some buyers are sending test forms without completing checkout. How can I make paypal submission mandatory?

Click on the Payment field, click "Required" button from the toolbar:

But note that doing this will simply just tell your buyers to select a product item. You cannot force them to pay right after they are redirected to the Paypal Payment page. When they are into the payment page, they can simply close the window to stop sending the payment.
