I have a form where I need the 1st approval to complete a verification

I have a form where I need the 1st approval to complete a verification form and add it to the approval flow before it goes to a 2nd approver. Is this possible?

1. First form will be filled out
2. First approver will approve or deny the form
3. Once approved, second form will be assigned to the user
4. Once the second form is filled, the second approver will approve/deny
