Instead of adding the form to a website, can I simply e-mail the link out to people?

I work in events, and I would like to create a form to send out to my three Territory Managers who regularly send me requests to plan events. Can I e-mail them a link to the form that they can add to their bookmarks, and have them simply fill it out whenever they have to request a new event?

Yes, in order to do that, click on "Setup&Embed", "Embed Form":

Then click on "Email":
