Thanks for reaching out to Jotform Support. I have checked this mackenzie.oneill@austintexas.gov. email Id in the backend, I am unable to find any account associated with this mail ID. That is the reason you are not receiving any email for resetting the password. You can proceed with creating a new account using this mail ID.
