Is there anything I can do to cut down the number of incomplete payments? I current have two tickets sales forms I'm using and I just process a dozen "incomplete payments" on one event and another dozen on the other.
Also, why is this happening so consistently? Is this a problem with JotForm or 2CO or something else?

Incomplete payment means that someone failed to pay after redirected to 2Checkout payment page. There is no way you can disable this feature. Failed payments would always appear to the incomplete payment section.
Can you please confirm if those incomplete ones in Jotform have successfully completed the payment to 2Checkout? We need to know so we can alert our developer if there's a bug on the feature. Also, in the 2checkout integration wizard, the last page contains some instructions on how to complete the integration. Did you change it to your 2checkout account? This one:
There should be no problem if you have completed the integration to your 2checkout account.
