Form Collaspe Breaks Not Opening Form Sections at Top

I am using form expand breaks on some forms and when visitors click on these expand breaks it sometimes displays that section half way down the screen as opposed to opening it at the start of that section. Please let me know how I can fix that?

I did check few of your last edited form and the "Form Collapse" fields seems to work as expected. It does display the form collapse from the start of the section.
