How can I let 2 people sign the same form

I need to create application, where applicant signs the form and the person who recommends the applicant for certification needs to sign it too.

Can applicant email the form to the other person to sing?

Yes it is possible to achieve your requirement and here are the steps you should follow:

1. Create your form with two "Signature" widgets.

2. One email field and name field should be added in form to get the details of the person who recommended.

3. Add an "Notification" email alert in your form. The following guide should help you:  https://www.jotform.com/help/25-Setting-Up-Email-Notifications 

4. In the notification email alert, you should add a {edit_link} which will allow the person who recommended to be able to edit and complete and sign the form. Please check the screenshot below on how to add the {edit_link}: 

5. Add condition in your from to check if second signature widget of your form is not filled then send the submission notification email to the person who recommended the user.
