How to hyperlink the text in the drop down option

I want to use the drop down option, but need to hyperlink the text that describes the drop down. I want it to open a new tab or pop up window.

Unfortunately you cannot add hyperlinks to a drop down menu.  The only option to add links currently is using the "Text" tool, which allows any HTML to be entered.  You could have a drop down menu with no label and then your link above it.  Here is an example:
