I have created a survey and have been testing. I am not getting an email alert.

My question is, if I am testing and have not entered payment into paypal, will I not get an email notification?

If the payment is not complete you will if face not get an email.  The submission will show up in your submission view as an incomplete payment:

If you click on complete submission, then the email will be sent and the submission data will available.  You can always send a test email to the one associated with your account through the email notifications setup in the form builder.
