Are you referring to only showing a form hover for the active field then? Or?
Normally, when you hover the mouse, you get "mouse-tip" style hint. I'm saying that if a user tabs to a field, then they should get the hover-tip for the field to which they just tabbed, and any other hover-hint should disappear. This makes sense, for the user.
If they then hover their mouse over some other field, then they should get the hover-tip for the field they hover.
Normally, tooltip appears when mouse is hovered to a field.
Anyway, I forwarding this request to our developers. I'm not sure if they will consider adding this one. If there are updates, you should know it via this thread.
