You can do this outside the Payment tool in the form instead. I mean, you do not have to use the Paypal Pro tool (or Coupon Code tool) to have this functionality on the form.
What you need instead is use Conditional Statements in your form using Condition Logic feature.

You can provide a challenge question in the form, and if the answer provided is correct then the client received the keybox code.

i understand the conditional feature having already used it for our kiosk.
But that does not answer all my question.
Client must first pay by paypal or CC. THen only if payment is accepted he or she will be redirected to have access to the keybox code. So i think there is a missing link in your proposal if i am not mistaken.

The solution suggested by my colleague is actually correct. It seems he is currently working on a demo form for your and he will get back to you as soon as he is ready.
What you can do is, use conditional logic feature to redirect your user to custom thank you URL or message. Alternatively, you can also set notification email template which will be sent only when the condition matches and the payment is made by customer. If your PayPal pro question is marked as "Required", the form will display the conditional custom thank you URL or trigger the notification email only when the form is submitted successfully.
