Yes, downloading submissions to Excel is possible with Jotform.

No, that is not my question.
I am asking you if I can attach a spreadsheet to the JotForm that my customers can download, fill out, and re-upload with the information I need.

Hi,
Yes that's still possible.
Just create a link to your Excel file using Text Tool (it's under Form Tools) so your form users can download it by clicking the link. You may upload the Excel file to your server.
And then add an upload field to your form so users can re-upload the edited Excel.

I'm not sure if this helps but we also have spreadsheet widget that you might want to try so you don't have to go over manually editing the spreadsheet. http://widgets.jotform.com/widget/spreadsheet
