Is it possible to make a custom integration with webhooks?

I thought it could be done using webhooks...........unless my understanding of webhooks is wrong............to be honest......I really do not understand what webhooks is or what it is for

Webhooks might work since it is intended for custom scripts and whatnot such as connecting two apps together or by posting data elsewhere via php usually.
