We would like to use jot form but there are times when internet connection is not so great and we are looking for something where we can let users fill forms offline and later when we connect to internet it gets pushed to server. Does the app allow that?

Unfortunately no. You will need the form online to be able to use them.
BUT there is a way to use the form and save data within the browser so that user can get back again to the form if they want continue answering the form.
That is by enabling the Autosave feature.
Check this user guide https://www.jotform.com/help/227-How-to-Enable-Auto-Fill-Feature
Autofill and Autosave feature will allow temporary saving of data in browser so that the form can continued at a later time.
Hope this help. Inform us if you have further inquiry.
