I put in my preferences to use Pacific time, but my latest submission is stamped 3 hours earlier (ET).

First of all, thank you for using JotForm!
Have you considered the country of your clients who fill up your forms? Basically, the time shown on the submissions page is based from the time-zone of the server, where the submission was made, and not from your own time-zone. For example, you're from US, and your client is from an Asian country, the time reflected on your submission's page will be the time setup from that server, which has the Asian time-zone (Obviously because it is located in Asia).
