How to set a 30day trial with a 50% off initial payment?

I want to give my customers a 30 day trial that is 50% off of the normal monthly price but I am not being allowed to. Is there a way that I can made the initial payment for my first 30 day trial lower than my regular monthly payments?

Yes that is possible. What you can do is make a coupon code which will have a 50% discount.

1. Once you have set your Prodcut proceed to Coupons.

2. Add new coupons

3. Set your discount rate

I went through the payment wizard and the coupon option does not show.
I'm trying to make it so I can charge them $19 for the first 60 days then
$228 yearly after the 60 day trial.

That is because coupon codes is only available for regular paypal field and purchase order field. I have checked your form http://www.jotform.us/form/42546339286160 and I can see that you are using PayPal Express Checkout which doesn't have any coupon code.
