What is the process for canceling a plan and receiving a refund within 30 days? Would one simply go into account, billing, and then select the basic free plan again within 30 days? Or are there any other steps in the process?

That's right. You can cancel it through your billing page. After that, post a question here in support forum if you want a refund.
