Often, the emails that should come to form creators don't--and this is not just for our organization. I've tried using a personal gmail to test, and found that sometimes I won't get responses for a week or so, then the responses come back. Is this a known bug? Our organization uses exchange emails.

No, we do not know about any major bugs/issues with the jotform email alerts.
This is possible to check the email activity logs through Account History page:
Also, I use my personal gmail address with the jotform service too, and it works just fine here.
If there is some specific jotform or email address is being affected, please let us know. We can try to check it from our side.
